Nature of Work: The Environmental Discipline Manager is responsible for overseeing and supporting environmental compliance for capital projects and operational activities related to stormwater, aboveground and underground storage tank program, and natural resources. The incumbent in this position will manage a multi-disciplinary staff including Professional Engineers (PE), Engineers-In-Training (EIT), Engineering Technicians, Environmental Scientists, Geographic Information System Analysts (GIS), and administrative support staff. This includes the management of all phases of large and complex environmental engineering projects with major scope and importance to the Office of Engineering and Construction (OEC). Duties of this position include but are not limited to the following:
Oversees project reviews for environmental aspects and facilitate environmental permitting related to stormwater and natural resources;
Ensures engineering, construction, and operational activities meet stormwater compliance by preparing policies, briefings, and presentations;
Leads the asset management of MDTA's stormwater assets by overseeing the inventory, inspections, and remediation of stormwater Best Management Practices (BMP) drainage systems, and mitigation of impact on natural resources;
Manages and coordinates the inventory and plan-design-replacement of tanks on life-cycle basis;
Works closely with OEC managers on capital and operating budgets by providing project schedules, updates, budget and capital expenditures, and scope modifications; and
Coordinates with Maryland Department of Transportation modal administrations and The Secretary’s Office staff participating on local and national committees to perform various professional activities to support the Environmental Division and OEC.
The incumbent in this position will report directly to the Deputy Director of Engineering. The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position.

Qualifications
PREFERRED QUALIFICATIONS:
Education: Possession of a Maryland Professional Engineer license, is required. Evidence of license must be presented at time of appointment.
Experience: Three (3) years of experience managing engineering projects as a licensed professional engineer. Two (2) years of this experience must include experience in the environmental or water resources field.
The ideal candidate will possess:
Experience monitoring compliance with contract requirements to provide environmental services;
Ability to communicate in written or verbal formats with diplomacy and tact;
Strong organizational skills, and skilled at leading dispersed teams to accomplish tasks and activities adhering to an established budget and schedule;
Ability to perform project planning, consultations, and permitting duties in a scientific field;
Ability to conduct environmental reviews, studies and compliance audits;
Skill in adapting analytical techniques and evaluation criteria to measure compliance and improve program effectiveness; and
Knowledge of emerging issues in areas of environment and asset management.

Licenses & Certifications
1. An applicant's current license as a Professional Engineer in a state with comparable requirements acceptable to the Maryland State Board for Professional Engineers, in the appropriate option for which application is made, will be accepted but the applicant must obtain a Maryland Professional Engineer license within twelve (12) months of appointment. Evidence of out of state license must be presented at time of appointment.
2. Employees in this classification are assigned duties which require the operation of motor vehicles. Employees must possess a Class C motor vehicle operator's license valid in the State of Maryland. (A full Driving License is required). Applicants must list the license number and date of expiration on the application.
Notes:
1. Registration requirements are established under Title 14, Business Occupations and Professions Article of the Annotated Code of Maryland.
2. Employees of the Maryland Department of Transportation assigned to especially sensitive locations or facilities may be required to obtain and maintain a special security badge.
Additional Information
1. Employees may be subject to emergency recall 24 hours a day and may be required to maintain a reliable communication link (telephone or pager) for the purpose of emergency call back requirements.
