Provide strategic leadership as a subject matter expert to the statewide operations programs. Promulgate policies, processes, and provide training and oversight for statewide traffic operations, congestion management, emergency and incident management programs. Direct programs related to Intelligent Transportation System (ITS). Manage ITS-related operations projects from planning through construction. Develop short and long-range projects with district input to address corridors with congestion and emergency management issues for inclusion in the SYIP. Work collaboratively with other VDOT divisions to foster the implementation of connected and autonomous vehicle in Virginia.

Management experience in a large engineering organization. Progressively responsible experience in management of significant transportation engineering programs and projects including organizational policies and supervision of professional staff. Comprehensive knowledge of managerial leadership and customer service principles, organizational and strategic planning and budget management. Working knowledge of Transportation/Traffic engineering, Traffic Operations to optimize the transportation system, to improve system reliability, safety and mobility using available resources and technology. Comprehensive knowledge of state and federal laws and ability to interpret regulations, procedures and specifications. Ability to interpret engineering plans, perform and direct analytical analyses related to operations programs, develop, and deliver quality reports. Ability to develop executive-level correspondence and other documents for the agency, communicate effectively orally and in writing and conduct meetings with a wide range of internal and external groups.
