The Opportunity: WSDOT is actively seeking a dynamic transportation executive with exceptional, proven leadership skills to serve as the next Northwest Regional Administrator based in Shoreline, WA. With a population of well over three million people, one-half of the state's population live within the boundaries of the Northwest Region, which includes King, Snohomish, Whatcom, San Juan, Island, Skagit and portions of Pierce counties. Connecting with ferry terminals, international borders, and mountain passes, the region's impressive infrastructure includes highway tunnels, floating bridges, movable bridges, an extensive HOV system, express toll lanes, and one of the largest intelligent transportation systems in the country.
Internally, this position is responsible for the day-to-day management of the region's 1,100 employees, systematically fostering a work environment that promotes the agency's mission and strategic direction, while encouraging innovative performance, quality, to plan, design, construct, operate and maintain the transportation system. Externally, the incumbent must be an effective ambassador and spokesperson for the department on transportation matters, establish strong relationships with stakeholders to build coalitions, create constituent support, and influence public opinion on issues of vital importance locally and to the State of Washington.
Challenges and opportunities of this position include:
Understand and strategically use the interrelationships of state of good repair, safety, operations, demand management, capacity, and funding limitations to deliver transportation projects to address the public need.
Achieve consensus and effectively facilitate partnerships among legislators, local officials, community members, regulatory agencies, and other internal/external stakeholders involved throughout the complex process of public involvement along with legal, environmental, engineering and fiscal limitations.
Strike a balance between the myriad of needs and limited resources available, all while in the public eye and with high levels of legislative interest.
Align the processes and efforts of the Northwest Region with WSDOT's Strategic Plan, the Governor's initiatives, and the agency's priorities, which include Practical Solutions, Inclusion, and Workforce Development.
This position's essential functions include but are not limited to:
Determine the overall focus of Northwest Region programs, projects and positions within budget constraints to enable WSDOT to deliver a balance of state of good repair, safety, operations, demand management capacity, while considering the users of the transportation system.
Develop organizational structure and work plans to align with and successfully carry out the agency's strategic goals and objectives.
Determine and provide direction for the region's transportation planning and budgeting efforts necessary to preserve and enhance the statewide transportation system, to include serving as a board member of various state and regional transportation planning organizations.
Provide guidance and direction to resolve issues necessary to meet project, scope, budget, and delivery timelines, while overcoming challenges associated with coordination, legal, social, environmental, engineering and fiscal matters.
Coach, mentor, and encourage career development for employees, while providing leadership for the safety program, maintaining morale, and managing personnel issues.
An ideal candidate for this position will have the following:
Reputation for building trust and consensus, including facilitating competing interest groups/individuals in solving complex problems.
Successful experience modeling leadership and performance characteristics that promote professionalism, integrity, accountability, and public service.
Advanced written and verbal communication skills, including the ability to communicate complex information to diverse technical and non-technical groups, legislators, and the media.
Record of accomplishment in formulating, implementing, and encouraging continuous improvements and change.
The ability to translate strategic plans into details, goals, and objectives.
Strong foundation of professional transportation and civil engineering practices and standards, including environmental and highway design laws and regulations.
A valid driver's license.
Bachelor's degree in Civil Engineering or closely related field is desirable.
Registration as a Professional Engineer in the State of Washington or certification with the American Institute of Certified Planners (AICP) is desirable.
