GENERAL PURPOSE: Under limited supervision, directs the operations and staff of the San Angelo Regional Airport - Mathis Field (SJT); assures compliance of airport activities with City, state and Federal regulations.
DUTIES: Directs the operations, marketing, business development, administrative management, regulatory, security, safety, and grants management functions; assures that the airport permits, agreements, insurance, and operations meet state and Federal compliance regulations. Directs operations, evaluates and analyzes issues, and recommends and implements solutions; develops airport plans, goals, objectives, policies and procedures. Directs airport staff; prioritizes and assigns tasks and projects; trains and evaluates staff; develops staff skills and conducts performance evaluations; meets regularly with staff to discuss and resolve workload and technical issues; reviews the work of assigned staff to assure the work quality and timely accomplishment of assigned duties and responsibilities. Communicates with general public, hangar tenants, regulatory agencies, and others in order to coordinate daily operations, special events and maintenance of airport grounds and buildings. Posts, enforces, interprets and assures compliance with safety notices and use regulations from the Federal Aviation Administration (FAA) and Texas Department of Transportation (TX DOT). Coordinates and supervises inspection, maintenance and repairs of City airport facilities, ground support equipment and security, in compliance with applicable FAA and OSHA regulations. Manages the development and processing of leases, contracts, bids, fee resolutions and policy issues; maintains records, prepares activity and financial reports, and completes technical forms. Monitors and reviews trends in airport operations and management issues; researches and identifies revenue enhancement and development opportunities; recommends operational, procedural and policy improvements. Assesses emergency situations and implements response procedures. Participates in meetings with government officials and community groups; provides advice and counsel to the Airport Advisory Board, City Manager, and other City departments. Responds to requests for information; provides technical information to other airport management organizations; identifies and researches technical issues, and recommends solutions. Develops and monitors department budget and capital improvement program; prepares special and recurring operational reports; recommends and implements changes to existing policies.
MINIMUM STANDARDS & ESSENTIAL JOB FUNCTIONS: Bachelor's Degree in Aviation Management, Business Administration or Public Administration; AND seven years’ experience in operational management of a general aviation airport; OR an equivalent combination of education and experience. Required knowledge of: City organization, operations, policies and procedures; State and Federal codes and regulations relating to airport facilities and aviation operations, including FAA, TXDOT, Environmental Protection Agency (EPA), Department of Homeland Security (DHS), and OSHA safety standards; Aviation program planning and marketing principles; General aviation and airport operation methods, practices and security procedures; Principles and practices of administrative management, including personnel rules, cost accounting, budgeting, and employee supervision; Lease and contract development and negotiation principles; Research methods for grant funded programs and grant management procedures; Principles of record keeping and records management; and Occupational hazards and safety precautions. Required skill in: Interpreting and applying airport operational and safety standards and procedures, applicable Federal rules and regulations, and City policies and procedures; Planning and developing airport infrastructure ahead of needs and demands; Promoting the airport to attract new economic development opportunities; Interpreting customer needs and solving difficult customer service issues; Assessing and prioritizing multiple tasks, projects and demands; Establishing and maintaining cooperative working relationships with City employees, officials, and representatives from other local, state and Federal agencies; Supervising staff, and delegating tasks and authority; and Operating a personal computer utilizing a variety of business software. Work is performed in a standard office environment. Accredited Airport Executive certification from the American Association of Airport Executives is required. A valid driver’s license with a good driving record is required. Selected applicant must pass a background investigation.
