VDOT is seeking a Licensed Professional Engineer to serve as a program leader and manager for the traffic engineering study, plan review and land development support functions for the District. Position will supervise staff to accomplish duties which include: conducting traffic engineering studies, operational analysis, project development, safety evaluations, design of traffic control device plans (signs, signals, lighting, pavement markings, markers, guardrail, ITS devices, etc.), and work zone plan review/quality assurance. Responsible charge oversight is provided by this position. Position works closely with the District and Central Office providing preliminary engineering support for project development and strategic initiatives. Seeking individual with a demonstrated ability to build effective teams, who is customer focused, action oriented, resourceful, has significant project management level experience, ensures accountability and cultivates innovation with a strategic mindset.

Requires Virginia Professional Engineer License (PE); if licensure is from another state, selected candidate must show proof of application and payment for Virginia licensure prior to employment. Knowledge of civil and traffic engineering principles and practices for the design of traffic control devices; of project development process, policies, guidelines and regulations related to traffic control devices and ITS elements; and of engineering principles and practices related to traffic engineering, traffic control equipment and related communications systems. Demonstrated ability to design and review traffic control device plans; to plan, coordinate and prioritize multiple assignments with set timeframes; and to interpret and use construction plans, MUTCD, Road and Bridge Specifications/Standards and various federal/state policy design manuals. Ability to plan, direct, supervise and evaluate the work of others; to analyze complex data and prepare reports; to analyze problems and exercise independent judgment in reaching a solution; to work with and analyze the results of traffic analysis software such as Synchro, Highway Capacity Software (HCS), VISSIM, and CORSIM; and to communicate effectively both orally in writing with diverse audiences and to make presentations and conduct meetings. Skill in the use of computers and software applications to include design programs (e.g. AGI, Guide Sign, Microstation, and etc.). Experience in a leadership role with citizens, elected officials, the media and other organizations on traffic engineering issues and experience handling large scale projects. Bachelor’s Degree in Civil or Transportation Engineering or related field. Valid driver’s license required.
